The Parliamentary Committee on Energy, Housing and Utilities recommended to the Parliament to pass the Draft Law on FiT Restucturing No. 3658 in the Second Reading and as a Whole

On 20 July 2020, the Parliamentary Committee on Energy, Housing and Utilities recommended to the Parliament to pass the Draft Law on FiT Restucturing No. 3658 (submitted by the Cabinet of Ministers of Ukraine on 15th June 2020) in the second reading and as a whole.

The total of 1,281 amendments were submitted to the Draft Law on FiT Restructuring No. 3658. However, the Сommittee considered only the small portion of amendments.

The following amendments have been supported as a result of consideration:

  • 7.5% FiT reduction for SPPs with installed capacity less than 1 MW commissioned in the period between 01 July 2015 and 31 December 2019;
  • 15% FiT reduction for SPPs with installed capacity more than 1 MW commissioned in the period between 01 July 2015 and 31 December 2019 will remain;
  • 2.5% FiT reduction for SPPs with installed capacity 1 MW or more commissioned from 01 January 2020 till 31 October 2020;
  • 30% FiT reduction for SPPs with installed capacity from 1 MW till 75 MW from 01 November 2020 till 31 March 2021;
  • A maximum FiT rate for SPPs and WPPs commissioned before 1 July 2015 will be equal to the tariff applicable to the ground SPPs with an installed capacity of more than 10 MW and commissioned until 31 March 2013, but at the same time will be decreased by 5%.
  • The maximum share of the annual support quota, that one ultimate beneficial owner can obtain in one calendar year, shall remain 25% (auction scheme).

Amendments regarding 2-year extension of FiT have not been upheld on the contrary of numerous requests of Ukrainian business and international establishments.

The Parliament plans to consider the Draft Law in the second reading tomorrow at an extraordinary meeting of the Parliament.
