Government Relations Practice at Hillmont Partners Now Headed by Former Deputy Minister Kostyantyn Chyzhyk
Hillmont Partners is very proud to announce that Kostyantyn Chyzhyk has joined the firm as a Partner. A renowned specialist in investments, energy and international cooperation, a proactive reformer and strong anti-crisis manager, Kostyantyn Chyzhyk heads the firm’s Government Relations and Public Advocacy practice, and will lead a team of specialists advising clients on the features of the Ukrainian political and regulatory environment.
Kostyantyn Chyzhyk has extensive experience of the public administration sector, both at the level of the Office of the President and ministries, as well as regional administrative agencies. He is one of the developers and integrators of powerful projects on the Euro-integration of Ukraine and innovation development, promotion of the country’s investment potential and its key industries on world markets.
His previous experience includes, inter alia, working at the Ministry of Energy and Environment Protection of Ukraine as Deputy Minister for European Integration, Investment and Digitization.
Moreover, he worked in the Ministry of Finance of Ukraine as an Advisor to the Minister, where he was responsible for the Ministry’s effective interaction with all international partners, including the IMF, World Bank, EBRD, EIB, JICA, foreign investors, and also organized the first ever meeting of the IMF-World Bank group countries in Kyiv.
Occupying the position of Advisor on Investment, Foreign Economic Activity and International Cooperation of the Chairman of Odesa Regional State Administration, Kostyantyn worked on attracting foreign direct investment to the region’s projects, coordinated the development of the investment atlas and investment portfolio of Odesa Region, strategy and road map for IT potential in Odesa Region.
Kostyantyn Chyzhyk is known for his dynamic activity in organizing the work of the Office of the National Investment Council under the President of Ukraine. As its Deputy Head, and later as the Head of the Council, he initiated the launch and coordinated the developments of working groups to improve the investment attractiveness of the markets for alternative energy, gas production, IT and telecommunications.
Furthermore, his achievements also include participation in the development and advocacy of the gas production auctions launch under production sharing agreements, reform of the alternative energy market, a new method for connecting to the electricity grid, a draft law on concessions, a new bankruptcy code, an IT export strategy for Ukraine.
Kostyantyn Chyzhyk graduated from Institute of International Relations of Taras Shevchenko National University of Kyiv. He is a graduate of the Stanford University program “The Role of Public Policy in the Development of the Private Sector” under the direction of Francis Fukuyama. He attended a course on acceleration and enterprise management at Stanford University, as well as a course on innovative development at the University of California, Berkeley.
